Outlook Express uses the print engine from Internet Explorer to print E-mail messages.
To change the page margins:
Open IE and go to File>Page Setup and adjust the margins according to your needs.

To set the font size
Open IE and go to:
View>Text Size and adjust to the proper size (Medium is default).
